Soak chopped garlic cloves in a little lukewarm water. Add baking powder, clove powder, oregano and freshly ground pepper. Season the minced meat with salt and paprika, stir in the garlic mixture. Add enough water (mineral water is best) so that the mixture is firm and easily moldable, but not stiff. Cover well with plastic wrap and let stand overnight in the refrigerator. Then form small croquettes from the mixture. Fry on the grill or in a hot pan in oil until brown and crispy all over.
